Proposal Manager

Full-Time REMOTE

Develop client responses and apply DTB Corporate best practices.


Successful candidate will produce quote letters and proposals to support client service inquiries to fulfill corporate client responses to address the following:

  • Technical Publications, Logistics / Product Support Analysis - Define requirements from information provided by customer and meeting summaries.
  • Engineering & Test - Define requirements based on Test Plan, Test Article data and meeting summaries.
  • Mission Systems - Define requirements based on program requirements for military secure trailers, commercial container transportation needs, and meeting summaries.
  • Individual will review client requirements, generate requirements matrix, interpret how DTB services complement each requirement ID, assimilate the information into a succinct quote / proposal response, and produce a quote package for submission to a client.
  • Candidate will proactively work to get clients what they need, think ahead of what's requested, and problem solve when life or projects throw curve balls.

Below are the tasks the successful candidate will perform. These are a guideline of what to expect and will ebb and flow with proposal needs to support Business Development activities.


  • Based on input from client and DTB stakeholders, define requirements in writing. Proposal Manager will develop requirements from CDRL, client work instructions, RFP documentation, and client meetings.
  • Develop winning Proposal response that address client concerns by gathering input from technical team and sales focal(s), crafting well thought out solution approaches, identifying risks, risk mitigations, and quote assumptions.
  • Define CDRL deliverables and establish proposed approach to each.
  • Establish Basis of Estimate with input from Operations.
  • Create program schedule milestones with input from program manager.
  • Develop invoicing schedules tied to incremental milestones.
  • Coordinate quote submittals and customer messaging considering schedule availability.
  • Schedule internal meetings based on cadence needed to support deadlines (daily, weekly, monthly)
  • Serve as the focal for quote letter and proposal responses, both internal and external, through entire proposal generations process
  • Circulate to the team for final approvals from stakeholders.
  • Work with contracts to resolve open items prior to submission deadlines.
  • Develop New Proposal Templates categorized by vertical market and DTB services.



Minimum qualifications

  • Minimum of 3+ yrs. experience preparing quote letters and/or proposal responses
  • Proficient working remotely across different client systems and software in a remote environment
  • Excellent communication skills - written and oral
  • Desirable: Understanding of CDRL milestones & impact to project performance
  • Desirable: Experience leading Red / Pink / Gold team reviews
  • Desirable: Technical background and/or understanding of Aerospace testing and publications is helpful.
  • Bachelor's degree preferred
