We are seeking a Vice President of Public Policy and Government Relations to lead the organization's public policy, government relations, advocacy, and communications through strong relationships with state, local, and federal governments that advance public policy that is aligned with the organization's mission and goals.

The position will report directly to the Chief Executive Officer. Compensation will be commensurate with experience and market evaluation.

ESSENTIAL FUNCTIONS:

  • Develop new opportunities for the organization through industry knowledge and contacts as well as creating new opportunities in markets that can benefit from Amida Care's unique model of care.
  • Work closely with the CEO and Executive leadership to pursue key market partnerships and strategic business opportunities and drive multiple cross functional projects.
  • Manage the organization's interactions with government entities and shape Amida Care's public policy strategies.
  • Establish and maintain high-level contacts with elected and appointed officials on a federal, state, and local level who can compel and promote public, community, and government actions favorable to the organization.
  • Establish and implement short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
  • Work closely with the Chief Executive Officer on strategic engagement before federal and state legislative and regulatory bodies and other related key constituencies.
  • Works in collaboration with the CEO, Officers, and Vice Presidents to develop an effective health focused state and federal legislative agenda and develop business and marketing strategies to achieve membership and growth goals.
  • Provide supervision of, and leadership support to, the Director of Public Policy and Government Relations.
  • Evaluate pending legislation which may impact the organization or mission, as well as develop and prepare timely recommendations and communications for executive management and key business leaders.
  • Develop policy positions and relationships that increase Amida Care's profile and support the organization's goals and business objectives.
  • Ensure Amida Care staff is aware of our positions and messages, and that activities throughout the organization are aligned through regular communication and activities.
  • Prepare communications to and for key stakeholders, including the CEO and Amida Care Board, regarding pertinent issues on legislative changes; directs and oversees the development of materials in support of the government relations agenda, such as talking points, legislative summaries, factsheets, testimony, reports, and letters.
  • Build and maintain relationships with key internal and external stakeholders to ensure the successful outcome of business objectives and goals.
  • Work with Amida Care senior executives and stakeholders in overall strategy formulation and in ensuring that departmental strategies are aligned in order to guarantee a unified front in the organization's direction.

EDUCATION REQUIRED

  • Bachelor's degree from accredited institution; Master's degree or advanced education preferred.

EXPERIENCES AND/OR SKILLS REQUIRED

  • Proven experience in leadership role in a healthcare sector company in government affairs and public policy.
  • 15 years of business development/public policy experience (10 years in business development leadership in the healthcare sector is preferred).
  • 3 years of experience reporting directly to a health plan, provider or health system, or multi-faceted community-based organization CEO, with the responsibility for policy, govt. relations, business development, growth, and expansion.
  • Medicaid and HIV experience required; New York State experience preferred. Demonstrated ability to analyze complex issues, develop appropriate position statements, and communicate effectively to a variety of audiences including highest levels of business and government, as well as member and community stakeholders.
  • Insightful and intuitive with strong conceptual capabilities as well as experience working across an organization using influence and collaboration.
  • Maintained an active network of contacts and relationships, along with a reputation for working well in the political arena, particularly within State and City government.
  • Demonstrate understanding and sensitivity to multi-cultural values, beliefs, and attitudes of both internal and external contacts.
